Yes, it is a medication, but one that has been used for scalp applications in some circumstances, and often for very long-term use. We aren't the first people to put in on our scalp, although we are using it for off-label purposes (increasing growth rate). Side effects of this drug can be found in the info pamphlet or online, and some people don't get any side effects (like me). But for me, one of the reasons I wanted to use it in addition to potential growth was to see if it would help with my gunky scalp, as scalp fungus can often be a subtle, yet common cause of dandruff.
Also, using this product for it's intended purpose (you know...female area) actually absorbs into the system more than using it on the scalp, as that is a mucus membrane. Used down there, 1% of the drug gets into your system, while used on regular intact skin, less that 0.1% gets absorbed.
I second that anyone who is interested in using MN to research it a bit first. Some people may get side effects- many have figured out ways to minimize or eliminate them by diluting or decreasing the frequency of application. I'm sure there are also many people who think the risk or hassle outweighs any benefits- and that is their choice, just as it's my choice to put coochie-cream on my head :P.
