Think this is what is very thick 1a type hair that has been grown for years and maintained at the same length so that the hemline is even and the thickness has had time to travel down. Mine sat wiggly at the ends when I grew it first, but when I cut it back from thigh length to hip length for a short time (and then to collarbone ahhh), my ends also were surprisingly blunt and flat laying like this picture, which I thought wasn't possible for me, but turns out my ends were just a bit thin/not fully grown through and not trimmed enough to lay flat and even.
